- India, Bahrain denounce terrorism, call it 'hazard' to all countries
India and Bahrain on 25th October denounced terrorism calling it a hazard to all countries and said terrorist in one country cannot be glorified as a freedom fighter by another. A joint statement, issued after Home Minister Rajnath Singh held talks with the Bahrain Interior Minister Shaikh Rashid bin Abdullah Al Khalifa in Manama, said both the countries agreed on their strong stances against all forms of terrorism, saying terrorism is a hazard to all countries and communities.
India and Bahrain reject the linking of terrorism to any race, religion or culture. Both the countries agreed that a terrorist in one country cannot be glorified as a freedom fighter by another, and the two sides called upon all states to reject the use of terrorism against other countries, to refrain from interfering in the internal affairs of the state and to fight terrorist infrastructure whenever it exists.
The Home Minister, who is on a three-day visit to the Gulf country, also apprised Rashid about Islamabad's open support and participation to glorify slain Hizbul Mujahideen militant Wani, saying it indicates continued free movement that terrorists and their supporters enjoy in Pakistan.
The two sides also agreed to reinforce cooperation in exchange of information on ongoing terrorism-related investigations, exchange of information of ongoing organised crime investigations, including terrorism and drug trafficking, determine and exchange information on terrorism financing and organised crime sources and confiscation of terrorism money in accordance to the laws of both countries.
New Delhi and Manama agreed to promote participation in training courses and seminars that are held by the two countries for security officials to exchange expertise on crime fighting and other unconventional threats.The Home Minister has returned to Delhi after winding up his tour. - India and New Zealand to expand co-operation in Asia Pacific regional forums
India and New Zealand on 26th October decided to expand their cooperation in regional forums, including the East Asia Summit, the ASEAN Defence Ministers Meeting Plus and the ASEAN Regional Forum. New Zealand Prime Minister John Key met Indian Prime Minister Narendra Modi on 26th October.
In a joint statement, the two countries reaffirmed the importance of the regional bodies for furthering the security and prosperity of the Asia-Pacific region. Both sides emphasized the importance of maintaining peace and stability in the region.
The two Prime Ministers agreed that the commercial and trading relationship between India and New Zealand was strong, noting that two-way trade was now worth 1.8 billion dollar in goods and services annually, an increase of 42 percent in the past five years.
Noting that bilateral commercial relations could and should be even stronger the two Prime Ministers agreed that New Zealand would participate in the promotion of FDI in India in support of India’s Make in India campaign and development objectives.
It would also take intitiative for greater involvement of New Zealand scientific and commercial entities in Swachh Bharat, including the Clean Ganga initiative, which harnessed New Zealand’s expertise in the clean technology and renewable energy sectors.
In recognition of the significant contribution being made to Indian and New Zealand society and economy through people-to-people connections, the Prime Ministers welcomed the signing of a Cultural Cooperation Arrangement to facilitate the promotion of range of cultural activities between India and New Zealand and the signing of an amendment to the existing Sports Cooperation Arrangement to facilitate greater bilateral youth exchanges. - India notifies revised double tax avoidance agreement with South Korea
India has notified the revised double tax avoidance agreement, DTAA with South Korea. The revised DTAA aims at avoiding the burden of double taxation for taxpayers of two countries in order to promote and thereby stimulate flow of investment, technology and services between India and Korea. An official release said, it will provide tax certainty to the residents of the two countries.
To promote cross border flow of investments and technology, it also provides for reduction in withholding tax rates from 15 per cent to 10 per cent on royalties and from 15 to 10 per cent on interest income.
The treaty also allows investors to invoke Mutual Agreement Procedure (MAP) in transfer pricing disputes as well as apply for bilateral Advance Pricing Agreements. The provisions of new DTAA will have effect in India in respect of income derived in fiscal years beginning on or after 1st of April, 2017.The revised DTAA was signed in May in2015 during the visit of Prime Minister Narendra Modi to Seoul. - India and Russia slam 'double standards' on terrorism
Holding that there could be "no double standards" in the fight against terrorism, India and Russia on 26th October said there was an urgent need for all to come together to combat this "plague" of the 21st century.
This came during the 16th meeting of the inter-governmental commission on military-technical cooperation, co-chaired by defence minister Manohar Parrikar and his Russian counterpart General Sergey Shoygu, in South Block, New Delhi.
The meeting also saw India moving closer to inking the actual contracts with Russia for the $5.5 billion acquisition of five S-400 Triumf air defence missile systems and the $4 billion contract for four Grigorivich-class stealth frigates, besides kicking off the joint ventures for production of 200 Kamov-226T light utility helicopters and longer-range BrahMos supersonic cruise missiles. - Ratification of agreement with Estonia
Union Cabinet also approved signing and ratification of an Agreement between India and Estonia on the transfer of sentenced persons. The agreement will facilitate the Indian prisoners imprisoned in Estonia or vice-versa to be near to their families for serving remaining part of their sentence and facilitate their social rehabilitation. - Government approves new trade pact with Bhutan
The Union Cabinet on 27th October approved a new agreement for a free trade regime between India and Bhutan, which also facilitates duty-free transit of Bhutanese merchandise for third countries export.
The Cabinet, chaired by Prime Minister Narendra Modi, has approved an agreement on Trade, Commerce and Transit between India and Bhutan. The bilateral trade relations between India and Bhutan are governed by the 'Agreement on Trade, Commerce and Transit' between the Government of India and Bhutan.
The agreement provides for a free trade regime between two countries. The agreement also provides for duty free transit of Bhutanese merchandise for trade with third countries
The agreement was renewed in July 2006 for a period of ten years. The validity of the agreement was extended, with effect from July 29, 2016, for a period of one year or till the new agreement comes into force, through exchange of diplomatic notes. - Range of BrahMos to be doubled
India and Russia have agreed to double the range of the BrahMos supersonic cruise missile that the two produce together. This follows India’s recent accession to the Missile Technology Control Regime (MTCR). Earlier, India was denied access to the missile technology with range over 300 km as it was not a member state.
When the two countries teamed up to develop the missile in 1998, which is based on the Russian Yakhont anti-ship missile, its range was limited to 290 km as Russia was a member of MTCR but India was not. While it was a joint development, most of the critical systems on board the missile, including the seeker, come from Russia. BrahMos, which is one of its kind, has already been deployed by the Army and the Navy in anti-ship and precision strike roles respectively. The air version is at present undergoing testing. - BRICS Summit condemns terrorism describing it as a global threat
The two-day BRICS Summit concluded on 16th October with the adoption of the Goa Declaration. In the 109 point Declaration, the five nations- India, Brazil, Russia, China and South Africa unanimously condemned terrorism and recognised it as a global threat.
Stressing that it is the responsibility of all states to prevent terrorist actions from their territories, the BRICS leaders called upon all nations to adopt a comprehensive approach in combating terrorism. They condemned the recent terror attacks against some BRICS countries, including the Uri terror attack in India.
Prime Minister Narendra Modi alluded to Pakistan while speaking at the Summit, calling it the mother-ship of terror. He said it is unfortunate that India has an immediate neighbour which shelters terrorists.
In his concluding statement at the Summit, Mr Modi said BRICS nations agreed that those who nurture terrorism are as bad as terrorists.
Asking the BRICS nations to act together against the threat posed by terrorism, Modi said response to terrorism must be nothing less than comprehensive and that countries must act both individually and collectively. - Bilateral meetings with Nepal, Bangladesh
Prime Minister Narendra Modi held bilateral meetings with his Bangladesh counterpart Sheikh Hasina and Nepal Prime Minister Pushpa Kamal Dahal on 16th October. The meetings were held after the BRICS-BIMSTEC Outreach Dinner in Goa.
Mr Modi discussed the entire gamut of bilateral issues with both leaders during the talks. The Prime Ministers of Bangladesh and Nepal had come to Goa to attend the BRICS-BIMSTEC Outreach Meeting. - Calls for early adoption of Comprehensive Convention on International Terrorism
Prime Minister Narendra Modi called for early adoption of the draft Comprehensive Convention on International Terrorism in UN, saying doing so will be an expression of our resolve to fight the menace.
Besides terrorism, putting the global economy back on track was another focus point of the deliberations in BRICS summit. The countries also agreed to fast track the setting up of a BRICS Rating Agency.
An agreement was signed between the five nations on BRICS Agriculture Research Centre. Two agreements were announced relating to cooperation in diplomatic academy and regulation for customs cooperation among BRICS. Pointing that BIMSTEC region is prone to natural disasters, Mr Modi said environment protection and disaster mitigation are areas where BRICS-BIMSTEC partnership will benefit millions. - BIMSTEC members have equal opportunities to share

In his opening address at the BRICS-BIMSTEC plenary session, Prime Minister Narendra Modi spoke about the combined clout of the 11 nations and their ability to shape Global economy.
However he once again underlined the importance of combating terror and pressed member nations of BRICS and BIMSTEC groupings to send a clear message to those who "nurture the philosophy of terror that they stand isolated in the civilized world."
Prime Minister also said that technology can bridge gaps and connect communities. It can also deliver services that make a difference to the common man's daily life. He listed environment and disaster management as areas where BIMSTEC can work together.
He also drew common grounds between BRICS and BIMSTEC. He concluded by saying that common problems can be solved through solutions presented by an interconnected world. The leaders of Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation OR BIMSTEC exchanged ideas towards achieving sustainable growth. - India, Brazil sign pacts to deepen cooperation in agriculture, cattle genomics
India and Brazil on 17th October finalised the text of a bilateral investment agreement, and inked pacts to deepen cooperation in fields of cattle genomics and agriculture.
At their standalone summit meeting, Indian Prime Minister Narendra Modi and Brazilian President Michel Temer called for greater cooperation in areas of ship building, pharmaceuticals, defence production, ethanol production and oil and gas. India’s membership of the Nuclear Suppliers’ Group (NSG) also came up for discussion.
Brazil is a member of the 48-member NSG. While it didn’t explicitly oppose India’s bid to become a member of the NSG at the Seoul meeting in June, Brazil’s position is somewhat similar to that of China on the issue. It wants common criteria for countries that are not signatories to the nuclear Non-Proliferation Treaty (NPT) but seek to become NSG members.
Brazil also offered to help India in ethanol production, while sought India’s help with manufacture of affordable generic medicines. Six task forces are to be constituted to explore cooperation in sectors such as defence production, ship building, agriculture and food processing.
Earlier in the summit, six CEOs each from India and Brazil held discussions on areas where India and Brazil can deepen economic ties. They recommended to the two leaders that India can benefit from Brazil’s huge strength in the ethanol sector. - India to extend all help to Myanmar in setting up democratic institutions
India will extend all help to Myanmar in setting up democratic institutions for ensuring stability in that country. President Pranab Mukherjee said the two countries have a good long standing relationship and India is happy to see the process of democratization getting strengthened in that country.
During a meeting meeting with the visiting State Counsellor of Myanmar, Aung San Suu Kyi at Rashtrapati Bhavan on 18th October.
The President said, India will soon commence work on restoring two old temples and inscriptions of King Mindon and Bay Gyi Daw in Bodh Gaya as requested by the Government of Myanmar. - India, Myanmar pledge to maintain security in border areas, boost ties
India and Myanmar on 19th October vowed to maintain security in the shared border areas during a meeting between Prime Minister Narendra Modi and State Counsellor of Myanmar Aung San Suu Kyi. Both the countries share a 1,640-km-long border.
India and Myanmar also agreed that the border guarding forces on both sides would further coordinate and exchange information toward securing the common borders.
It was also agreed that both sides will “expedite discussions” regarding the relevant border segments.
Both sides underlined their mutual respect for sovereignty and territorial integrity, and reaffirmed their shared commitment to fight insurgent activity and the scourge of terrorism in all its forms and manifestations.
Both the leaders also addressed the need to resolve outstanding boundary demarcation issues through existing mechanisms. Modi also condemned the recent armed attacks against three border posts in the northern part of Rakhine State of Myanmar.
To facilitate easy movement of people across the land borders for business, tourism and other purposes, both sides also agreed to coordinate, through diplomatic channels, the setting up of immigration facilities at the Tamu-Moreh and Rhi-Zowkhathar border crossing points. In an effort to boost trade investment ties, India and Myanmar inked three agreements for cooperation in sectors such as power, banking and insurance. - 10th Indo-US trade forum began in Delhi
The 10th Indo-US trade forum began on 20th October in Delhi. As part of the Trade Policy Forum, Commerce and Industry Minister Nirmala Sitharaman and US Trade Representative Michael Froman are meeting in New Delhi.
Visa, customs cooperation, greater market access for goods and intellectual property rights are the key issues expected to be discussed during the trade policy forum meeting.
Before the ministerial level meeting, Commerce Secretary Rita Teaotia and Deputy US Trade Representative Robert Holleyman deliberated upon the issues on October 19.
The meetings assume significance as the TPF is the premier bilateral forum for discussion and resolution of trade and investment issues between the two countries. It has five focus groups: Agriculture, Investment, Innovation and Creativity (intellectual property rights), Services, and Tariff and Non-Tariff Barriers. - India and China to cooperate on Delhi-Nagpur high-speed rail
India and China have signed two inter-governmental documents and 18 other documents for cooperation covering a host of issues, including a feasibility study on Delhi-Nagpur high speed railway, construction of Delhi-Chennai high-speed railway and establishment of China-India Technology Park in Hainan Province.
Besides, India is studying China's coastal manufacturing zones, a move that can help India develop its 7,500-km of coastline and help the country further strengthen its export potential, particularly in labour-intensive industries such as textiles, leather, light and electronic manufacturing.
The agreements were signed by the chairman of China's National Development and Reform Commission (NDRC), Xu Shaoshi, and the vice-chairman of its Indian counterpart National Institution for Transforming India (NITI) Aayog, Arvind Panagariya.
The agreements were signed as part of India-China Strategic Economic Dialogue, which started in 2010.
Officials said both the sides agreed that during the course of the next one year, NITI Aayog will foster closer cooperation between Indian states and Chinese cities for establishment of mega coastal economic zones. These zones would be areas where laws and procedures would be relaxed to help set up big manufacturing units.
Several Indian states made presentations to the 250-odd Chinese delegates laying down the facilities available there to attract Chinese investments. China's investment into India is estimated to be less than $1 billion, which both the sides decided to scale up further.
The delegates also decided to push forward the feasibility studies for Delhi-Nagpur high-speed railway and construction of Delhi-Chennai high-speed railway. Both the projects are being executed with the assistance of the Chinese.
China's Southwest Jiaotong University and the Ministry of Railways agreed to hold training courses in the field of high-speed railway.
India and China have also agreed to cooperate on redevelopment of stations. Bhubaneshwar in Odisha and Devanahalli near Bengaluru have been identified as being the pilots for the project.
The delegates also signed an 'action plan' on 'Digital India' and 'Internet Plus' between the Ministry of Electronic and Information Technology in India and NDRC of China.
Under this, both the countries would work to set up a Centre for Excellence in Internet of Things (IoT). IoT is inter-networking of physical devices, vehicles and network connectivity to collect and exchange data.
On smart cities and urbanisation, the working group constituted for the same decided to bring Chinese expertise in setting up waste-to-energy plants because of their vast experience in handling these issues.
In energy, China and India agreed to set up a power plant operation and management service centre, while Chinese investors showed interest in participation in large solar park projects.
The two countries also agreed to set up a steering committee to further their agenda of cooperation, which would have the powers to invite any other agency or agencies from both the countries to advise. The next meeting of the India-China Strategic Dialogue would be held next year where all these agreements would be reviewed. - First BRICS Trade Fair and Exhibition begins in Delhi
The first ever trade fair of the BRICS countries got underway in New Delhi on 12th October. The fair has been organised for deepening economic engagement, trade and investment ties among the BRICS nations - Brazil, Russia, India, South Africa, and China.
The three day trade fair, being held at Pragati Maidan is showcasing about 20 key sectors ranging from aerospace, auto and auto components, green energy, railways, infrastructure, tourism, gems and jewellery and skill development. - BRICS-BIMSTEC outreach summit begin in Goa
India is hosting the eighth BRICS Summit in Goa where heads of Brazil, Russia, India, China and South Africa will sit across from each-other to discuss matters of mutual interest and global challenges
Besides Brazil, Russia, China and South Africa, Prime Minister Narendra Modi has especially invited the leaders from BIMSTEC as part of India's Act East policy.
BIMSTEC comprises of Bangladesh, Bhutan, Nepal, India, Sri Lanka, Myanmar and Thailand. Prime Minister Narendra Modi will chair the BIMSTEC Meeting on 15th October. The two day Summit would discuss several issues but terrorism would be discussed prominently.
A number of agreements on trade and economic cooperation between BRICS countries will be signed. The BRICS leaders will adopt the Goa Declaration at the end of the summit. - India, Russia sign 16 agreements
India and Russia on 15th October signed 16 agreements and three announcements in a number of fields including infrastructure, defence, ship building, science and technology and railways.
The agreements include pacts on purchase of four naval frigates, joint production of two hundred Kamov-226T helicopters and procurement of S-400 Air Defence System.
The agreements were signed in the presence of Prime Minister Narendra Modi and Russian President Vladimir Putin during the India Russia Annual Bilateral Summit in Goa.
The agreements on manufacturing of Kamov-226T helicopters, construction of frigates, and acquisition and building of other defence platforms are in synergy with India's technology and security priorities.
The agreements will help achieve India's Make In India objectives. Both countries have agreed to set up a Science and Technology Commission and work on an annual military industrial conference.
Both countries affirmed the need for zero tolerance in dealing with terrorists and their supporters. The Prime Minister said robust civil nuclear cooperation, LNG sourcing, partnership in Oil and Gas, and engagement in renewables can construct an energy bridge between India and Russia.
He said, in the last 4 months alone, in Hydrocarbon sector, Indian companies have invested close to 5.5 billion US dollars in Russia's Oil and Gas sector.
Both countries are going to increase mutual investment and they have set a target of 50 billion dollars till 2025. - Russia plans $1 billion India joint fund, to pump $500 million in NIIF
In a first, Russia has agreed to pump in $ 500 million into the Indian infrastructure space, along with an equal investment by the newly formed National Infrastructure Investment Fund (NIIF), to form a $ 1 billion ‘Russian Indian Investment Fund’.
The Russian Direct Investment Fund (RDIF) will invest $ 500 million into the joint fund, which will support “attractive investment opportunities and growth of Russian business activity in India,” RDIF chief executive Kirill Dmitriev said.
The money will be invested in infrastructure projects with Russian component. The Russia will look at energy, petrochemicals, transport infrastructure and different projects where our companies can also have a foot in India.
Dmitriev said the actual money flow from the arrangement will be much higher as Russian businesses tend to invest alot more when the RDIF signs agreements like these with any other country or institution.
The RDIF was started in 2011 to make equity co-investments alongside reputable international financial and strategic investors, while the NIIF was floated by the government last year keeping in mind the needs to put up infrastructure.
Having a corpus of Rs 40,000 crore, the NIIF is a vehicle to attract equity investments from domestic and international sources, and the government plans to contribute 49 per cent to the corpus. It will invest into the infrastructure sector in commercially viable projects, both greenfield and brownfield, including stalled projects. - India, Russia give go ahead for two more units at Kudankulam
Carrying forward their cooperation in civil nuclear energy, India and Russia on 15th October gave the go ahead for construction of two more nuclear reactors in Kudankulam project even as Moscow strongly backed New Delhi's bid for NSG membership.
However, the two countries could not finalise a general framework agreement and the credit protocol for Kudankulam Units 5 and 6 which they decided to do so by the end of this year.
Prime Minister Narendra Modi and Russian President Vladimir Putin also dedicated to the nation the second unit of Kudankulam nuclear plant at a function here after the two leaders held extensive bilateral talks. The second unit generates 1,000 MW of power and the new units will each have the same capacity. A joint statement issued after the talks said Russia strongly supported India's early entry into the Nuclear Suppliers Group (NSG) and welcomed India's accession to the Hague Code of Conduct against Ballistic Missile Proliferation and the Missile Technology Control Regime.
It also said there has been progress in discussions on the General Framework Agreement and the Credit Protocol for Kudankulam Units 5 and 6 with a view to finalise these documents before the end of 2016.
Unit two was dedicated and foundation of two more units of the Kudankulum plant was laid which was witnessed by Modi and Putin through video conferening.
On August 10, the first unit of the Kudankulam Nuclear plant was dedicated to the nation jointly by Modi and Putin who had participated at the ceremony from Moscow via video-conferencing.
The joint statement said both sides affirmed that their successful nuclear energy cooperation is one of the most tangible and substantive aspects of their strategic partnership. It said the two sides reaffirm their intention to further expand cooperation under the 'Strategic Vision to Strengthen Cooperation in the Peaceful Uses of Atomic Energy' signed on December 11, 2014. - Chinese President holds bilateral talks with PM Modi
The Chinese president on 15th October held bilateral talks with Prime Minister Narendra Modi. The two leaders expressed satisfaction at the pace of recent india-china dialogues such as counter terrorism dialogue. NSG and Terrorism issue was discussed during the bilateral.
PM said both India, china have suffered from terrorism and india and china have to find a common ground on issue of designating JeM chief Masood Azhar as a terrorist by the UN. On NSG both countries will have a 2nd round of talks soon. This is Xi's 3rd meeting with PM in this year. - South African President holds bilateral talks with PM Modi
South African President Jacob Zuma on 15th October held bilateral talks with Prime Minister Narendra Modi. During bilateral with South Africa, terrorism and NSG was discussed. Both leaders acknowledged the trade between india and South Africa is very less and areas like mining can be focus of cooperation.
They also discussed IBSA which connects three democracies in three continents and the need to invigorate. - BRICS Business Council meets in Goa
BRICS Business Council met in Goa on 15th October. The council came up with number of recommendation such as continued dialogue on BRICS Rating Agency and Formation of BRICS Angel Network. Various business leaders spoke on about business opportunities and how BRICS can help in increasing business and trade among the members.
India's Naina Kidwai said all 5 countries have been able to show the world that BRICS can happen while China's Xie Biao said BRICS as one economic community has a very rich economic development potential. Onkar Kanwar, Chairman, India chapter of the BRICS Business Council said India was able to host 1st ever BRICS trade fair which saw participation of 400 companies. - India, Singapore to step up anti-terror, economic cooperation
India and Singapore have decided to cooperate each other to counter terrorism. Visiting Singapore Prime Minister Hsien Loong met Indian Prime Minister Narendra Modi on 5th October. Both Prime Minister Modi and Singapore Prime Minister reviewed the India-Singapore strategic partnership and highlighted their commitment to fight terrorism.
The two countries signed three pacts, including two in the area of skill development, following the delegation-level talks headed by the two PMs.
After holding comprehensive talks with the Singapore Prime Minister on ways to enhance cooperation in key sectors including trade and investment, Prime Minister Modi said defence and security cooperation is a key pillar of strategic partnership between India and Singapore.
He said, cooperation with Singapore in the framework of ASEAN, East Asia Summit and the ASEAN Regional Framework is aimed at building an open and inclusive architecture for regional cooperation.
He also stressed on the need for keeping the sea lanes of communication open and that respect for international legal order of seas and oceans was a shared priority. - India and Sri Lanka economic, tech pact
In a boost to bilateral economic relations, Sri Lanka is hopeful of signing the Economic and Technology Cooperation Agreement (ETCA) with India by the end of the 2016 and will also expand the scope of the free trade pact.
The ETCA, which has the potential to promote growth of $500 billion within the sub-regional economy, is expected to help Sri Lanka gain better access to India’s rapidly growing market
The decision was taken during the visit of Sri Lankan Prime Minister Wickremesinghe, who further added that India and Sri Lanka Free Trade Agreement will be expanded beyond trading in goods to cover trade in services, investments and technology co-operation. - India, EU sign MoU to clean rivers
India and the European Union (EU) on 7th October signed a Memorandum of Understanding (MoU) for Water Partnership to clean Indian rivers with European assistance. The MoU was signed by Bharti and Karmenu Vella, Commissioner Environment, Maritime Affairs and Fisheries, European Commission.
Pointing out the sixth goal of the United Nations' Sustainable Development Goals (SDGs) -- Clean Water and Sanitation -- Uma Bharti spoke of a pan-India river protection plan.

Union Home Minister Rajnath Singh on 7th October said that Indo-Pak border will be completely sealed by December 2018. According to Rajnath Singh a time-bound action plan has been prepared and its implementation will be properly monitored.
A new concept of Border Security Grid has been envisaged, in which all the stake holders related to border security are involved. Based on their suggestions, a final shape to Border Security Grid will be given. The Home Minister said, tension between India and Pakistan has increased, and countrymen should trust security forces and stand by them.
