♦🌼💫 *సాక్షి, హైదరాబాద్: మార్చి 15 నుంచి ప్రారంభం కానున్న పదో తరగతి పరీక్షల నిర్వహణ ఏర్పాట్లను ప్రభుత్వ పరీక్షల విభాగం వేగవంతం చేసింది. పరీక్ష రాసేందుకు 5,60,395 మంది విద్యార్థులు ఫీజు చెల్లించారు. వీరి కోసం 2,500కు పైగా కేంద్రాలు ఏర్పాటు చేయాల్సి ఉంటుందని అంచనా వేశారు. కేంద్రాల్లో అవసరమైన బెంచీలు, సదుపాయాల, ఇతర ఏర్పాట్లపై ప్రభుత్వ పరీక్షల విభాగం డైరెక్టర్ సుధాకర్‌ అధికారులతో సమీక్షించారు. అన్ని సదుపాయాలుండేలా చూడాలని, లోపాలేమైనా ఉంటే తెలపాలని ఆదేశించారు. ఫర్నీచర్‌ అవసరమైతే ప్రతిపాదనలు పంపాలని విద్యా శాఖ సూచించింది.*
👀 *సీసీ కెమెరాల ఏర్పాటు..: *
🔷 *పరీక్షల ఏర్పాట్లలో భాగంగా సమస్యాత్మక కేంద్రాల్లో సీసీ కెమెరాలు ఏర్పాటు చేసేందుకు కసరత్తు చేస్తున్నారు. దీనిపై పాఠశాల విద్య కమిషనర్‌ కిషన్‌ ఉన్నతాధికారులతో చర్చించారు. గతేడాది మాల్‌ ప్రాక్టీస్‌ ఆరోపణలున్న జిల్లాల్లోని పరీక్ష కేంద్రాల్లో సిట్టింగ్‌ స్క్వాడ్‌లను ఏర్పాటు చేయనున్నారు. పరీక్షలకు హాజరయ్యేందు కు 11,109 ఉన్నత పాఠశాలలకు చెందిన 5,04,545 మంది రెగ్యులర్ విద్యార్థులు ఫీజు చెల్లించారు. ఒకసారి ఫెయిలైన ప్రైవేటు విద్యార్థులు 35,864 మంది హాజరుకానుండగా, వొకేషనల్‌ విద్యార్థులు 19,986 మంది హాజరయ్యేందుకు ఫీజు చెల్లించారు. తత్కాల్‌ కింద ఫీజు చెల్లించేందుకు ఇంకా సమయం ఉన్నందున సంఖ్య స్వల్పంగా పెరిగే అవకాశముంది. పరీక్ష కేంద్రాలుగా ప్రైవేటు విద్యా సంస్థల ఎంపికలోనూ జాగ్రత్తలు తీసుకుంటోంది.*

🔶 *పదో తరగతి పరీక్షలకు హాజరయ్యే విద్యార్థులు అధిక సంఖ్యలో హైదరాబాద్, రంగారెడ్డి జిల్లాల్లోనే ఉన్నారు. దీంతో ఈ 2 జిల్లాలపై ప్రత్యేక దృష్టి సారిం చింది. రెగ్యులర్ విద్యార్థుల్లో హైదరాబాద్ జిల్లా నుంచి 69,871, రంగారెడ్డి జిల్లా నుంచి 43,427 మంది హాజరుకానున్నారు. నిజామాబాద్‌ జిల్లాలో 24,200, సంగారెడ్డిలో 20,807, నల్లగొండలో 20,512, మహబూబ్‌నగర్‌లో 20,063 మంది విద్యార్థులు పరీక్ష రాసేందుకు ఫీజు చెల్లించారు.*

♦తెలంగాణ విద్యార్థుల ప్రతిభ సగటు కంటే దిగువనే ఉన్నట్లు కేంద్ర మానవ వనరుల శాఖ నిర్వహించిన జాతీయ సాధన సర్వే(న్యాస్‌)లో వెల్లడైంది. విద్యార్థుల అభ్యసన సామర్ధ్యాలను అంచనా వేసి అందుకనుగుణంగా పదో తరగతి నాటికి వారి ప్రతిభను మరింత మెరుగుపరిచేందుకు ఈ సర్వే చేశారు. మాతృభాష, గణితం, సామాన్య-సాంఘిక అనే మూడు సబ్జెక్టుల్లో అభ్యసన సామర్ధ్యాలను పరీక్షించారు. ఎనిమిదో తరగతి విద్యార్థులకు సైన్స్‌, సోషల్‌ స్టడీస్‌(ఎస్‌ఎస్‌టీ)లకు వేర్వేరు ప్రశ్నపత్రాలు అందించారు. తెలంగాణ విద్యార్థులు ఇతర సబ్జెక్టులు కంటే మాతృభాషలో కొద్దిగా మెరుగ్గా ఉన్నట్లు తేలింది. గణితంలో బాగా వెనుకబడ్డారు.
♦కేంద్ర మానవ వనరుల శాఖ పరిధిలోని జాతీయ విద్యా పరిశోధన, శిక్షణ మండలి(ఎన్‌సీఈఆర్‌టీ) నవంబరు 13న దేశవ్యాప్తంగా 1.10 లక్షల ప్రభుత్వ, ఎయిడెడ్‌ పాఠశాలల్లోని సుమారు 22 లక్షల మంది 3, 5, 8వ తరగతి విద్యార్థులకు పరీక్షలు నిర్వహించింది. దేశంలోని 700 జిల్లాల్లో పరీక్షలు జరపగా జిల్లాల వారీగా విద్యార్థుల సగటు ప్రతిభపై నివేదికలను కేంద్రం విడుదల చేసింది. మూడు, అయిదు తరగతులకు మొత్తం 45 ప్రశ్నలు, 8వ తరగతికి 60 ప్రశ్నలను ఇచ్చారు.
*♦కచ్చితమైన జవాబులు గుర్తించినవారు ఒక శాతం లోపే*
తెలంగాణ రాష్ట్రంలో ఒక్కో జిల్లాలో ఒక్కో తరగతికి సంబంధించి 48-55 పాఠశాలల్లో ఈ పరీక్ష నిర్వహించారు. మూడులో 26,037 మంది, 5లో 29,700, 8వ తరగతిలో 37,900 మంది సర్వేలో భాగంగా పరీక్షలు రాశారు. 8వ తరగతిలో అన్ని సబ్జెక్టుల్లో ఆదిలాబాద్‌ జిల్లా విద్యార్థులు చివరి స్థానంలో నిలిచారు. గణితం, సైన్స్‌, సాంఘికశాస్త్రంలో సిద్దిపేట, మాతృభాష(తెలుగు తదితర)లో మంచిర్యాల ప్రథమ స్థానంలో నిలిచాయి. ప్రథమ స్థానంలో నిలిచిన జిల్లాల్లో సైతం 75 శాతం కంటే కచ్చితమైన జవాబులు గుర్తించిన వారు ఒక శాతం లోపే ఉన్నారు. అత్యధికంగా 30-50 శాతం మధ్య వారే ఉన్నారు.
*♦పైతరగతికి వెళ్లేకొద్దీ ప్రతిభ పతనం*
విద్యార్థులు పైతరగతికి వెళ్లేకొద్దీ వారి అభ్యసన సామర్ధ్యాలు పడిపోతున్నట్లు స్పష్టమవుతోంది. ఉదాహరణకు 8వ తరగతి గణితంలో 28.60 శాతం ప్రతిభతో చివరి స్థానంలో ఉన్న ఆదిలాబాద్‌ విద్యార్థులు 3వ తరగతిలో గణితం సబ్జెక్టులో 66.84 శాతం, 5వ తరగతిలో 53.38 శాతం కచ్చితమైన జవాబులు గుర్తించడం గమనార్హం. 8వ తరగతిలో కేవలం 39.40 శాతంతో గణితంలో ప్రథమ స్థానంలో నిలిచిన సిద్దిపేట విద్యార్థులు 3, 5లో 75.97, 62.54 శాతం ప్రతిభను చూపడం విశేషం. దాదాపు అన్ని జిల్లాల్లో ఇదే పరిస్థితి.👇👇

*🗳ఫిబ్రవరిలో ఎన్నికలెట్లా?*
*🔼నెలలోనే గ్రామ పంచాయతీల ఎన్నికలు నిర్వహించాలని ప్రభుత్వం యోచిస్తున్నా.. అది సాధ్యం కాదని అధికార వర్గాలు పేర్కొంటున్నాయి. ఓటర్ల జాబితాలు, రిజర్వేషన్ల ఖరారు నుంచి.. నోటి ఫికేషన్‌ గడువు దాకా అన్నీ కూడా ఇందుకు వీలు కల్పించవని స్పష్టం చేస్తున్నాయి. ఫిబ్రవరిలో పంచాయతీ ఎన్నికలు నిర్వహించాలని యోచిస్తున్నట్లు ముఖ్యమంత్రి కె.చంద్రశేఖర్‌రావు స్వయంగా జిల్లా కలెక్టర్ల సదస్సులో ప్రకటించారు. కానీ ప్రస్తుత పరిస్థితుల దృష్ట్యా ఎన్నికల నిర్వహణ జరిగే అవకాశమే లేదని అధికార వర్గాలు స్పష్టం చేస్తున్నాయి. పంచాయతీరాజ్‌ చట్టం ప్రకారం రాష్ట్ర ఎన్నికల సంఘం నోటిఫికేషన్‌ నుంచి ప్రక్రియ ముగిసే వరకు తప్పనిసరిగా 45 రోజుల వ్యవధి ఉండాలి. అంటే ఇప్పటికిప్పుడు నోటిఫికేషన్‌ జారీ చేస్తే తప్ప ఫిబ్రవరిలో ఎన్నికలు జరిగే అవకాశం లేదు.*
*▪ఓటర్ల జాబితాలు, రిజర్వేషన్ల ఖరారు ఏవీ?*
*🔶నోటిఫికేషన్‌ జారీ చేయాలంటే ముందు ఓటర్ల జాబితాలు సిద్ధంగా ఉండాలి. ఇప్పటికీ ఓటర్ల జాబితాలు సిద్ధంగా లేవు. ప్రస్తుతం జరుగుతున్న ఓటర్ల సవరణ ప్రక్రియ ఈ నెలాఖరు వరకు కొనసాగనుంది. తుది ఓటర్ల జాబితాలు ఎన్నికల సంఘానికి చేరితే తప్ప నోటిఫికేషన్‌ వెలువడే అవకాశం లేదు. ఎన్నికలకు ముందు గ్రామాల్లో సర్పంచులు, వార్డు సభ్యుల రిజర్వేషన్లను ఖరారు చేయాల్సి ఉంటుంది. ప్రస్తుత చట్టం ప్రకారం ఐదేళ్లకోసారి రొటేషన్‌ పద్ధతిలో రిజర్వేషన్లను మార్చాలి.*
*❇కొత్త పంచాయతీలతో..: కొత్తగా గ్రామ పంచాయతీల ఏర్పాటు, కొత్త పంచాయతీరాజ్‌ చట్టం చేసే సన్నాహాల్లో ప్రభుత్వం ఉంది. ఫిబ్రవరి తొలివారంలో అసెంబ్లీ సమావేశాలు నిర్వహించి బిల్లు పెడతామని సీఎం కేసీఆర్‌ ప్రకటించారు. అనుకున్నట్లుగానే కొత్త చట్టం అమల్లోకి వస్తే రాష్ట్రంలో కొత్తగా నాలు గు వేల గ్రామ పంచాయతీలు ఏర్పడతాయి. వాటికి నోటిఫికేషన్‌ జారీ చేసి ఎన్నికలు నిర్వహించాల్సి ఉంటుంది. ఇదంతా జరగాలంటే ఫిబ్రవరిలో సగం గడిచిపోతుంది.*
*♦ఎన్నికల ఏర్పాట్లు కూడా కష్టమే*
*🔹దాదాపు 12 వేల గ్రామ పంచాయతీలకు ఎన్నికలు అంటే పెద్ద తతంగమే ఉంటుంది. సరిపడా బ్యాలెట్‌ బాక్సులు సైతం అందుబాటులో లేవని ఒక ఉన్నతాధికారి పేర్కొన్నారు. అవసరమైన ఎన్నికల సన్నాహాలు పూర్తి కావాలంటే కనీసం రెండు నెలల సమయం పడుతుందని చెబుతున్నారు.*

*🔊కొత్త పంచాయతీలకు 4,529 ప్రతిపాదనలు*
*🔶రాష్ట్రంలో కొత్త పంచాయతీల ఏర్పాటుకు సంబంధించి ప్రభుత్వానికి ఇప్పటికే 4,529 ప్రతిపాదనలు అందాయి. మరిన్ని ప్రతిపాదనలు వచ్చే అవకాశం ఉంది. ప్రస్తుతం రాష్ట్రంలో 8,684 గ్రామ పంచాయతీలు ఉన్నాయి. కొత్తగా అందిన ప్రతిపాదనల్లో సగం వరకూ తండాలు, గూడేలున్నాయి. అదనంగా మరో 4వేల వరకూ కొత్త పంచాయతీలు రావొచ్చని కలెక్టర్ల సమావేశంలో సీఎం కేసీఆర్‌ చూచాయగా తెలియజేశారు. 500కు పైగా జనాభా ఉండి, ప్రధాన పంచాయతీ కేంద్రానికి 1.5 కిలోమీటర్ల దూరంలో ఉన్న తండాలు, గూడేలను ప్రధానంగా పంచాయతీలుగా గుర్తించబోతున్నారు. కొత్త పంచాయతీల వివరాలు ఈ నెల 25న ప్రభుత్వానికి అందనున్నా, అధికారికంగా వెల్లడవ్వడానికి సమయం పట్టే అవకాశం ఉంది. మెదక్ జిల్లాలో 150, సంగారెడ్డి జిల్లాలో 206, సిద్దిపేట జిల్లాలో 72, రంగారెడ్డి జిల్లాలో 229, వికారాబాద్‌ జిల్లాలో 297, మేడ్చల్‌ జిల్లాలో 10 పంచాయతీలకు కొత్తగా ప్రతిపాదనలు అందాయి.*

*🔷వచ్చే ఏప్రిల్ 30లోగా రాష్ట్రంలోని 131 ప్రభు త్వ డిగ్రీ కాలేజీల్లో ఖాళీగా ఉన్న 2,487 డిగ్రీ లెక్చరర్ల పోస్టులను భర్తీ చేయడానికి కళాశాలల విద్యాశాఖ ఉన్నతాధికారులు కసరత్తు చేస్తున్నారు. ప్రభుత్వ డిగ్రీ కాలేజీల్లో నాణ్యమైన విద్యాబోధన కోసం అర్హులైన అధ్యాపకులను నియమించాలన్న సంకల్పంతో ముందుకు పోతున్నారు. ఇందులో ఇప్పటికే ఖాళీగా ఉన్న 1,273 డీఎల్ పోస్టులతోపాటు గత పదేండ్లలో కొత్త డిగ్రీ కాలేజీలను ప్రారంభించి పోస్టులను మంజూరు చేయకుండా ఉన్న మరో 1,214 పోస్టులను భర్తీ చేయనున్నారు*.
*⬆మొత్తం పోస్టుల్లో 25 శాతం రెగ్యులర్ పద్ధతిలో, 75 శాతం పదోన్నతుల ద్వారా భర్తీ చేయనున్నారు. రాతపరీక్షల ద్వారా 621 పోస్టులను భర్తీ చేయనున్నట్టు కళాశాలల విద్యాశాఖ జాయింట్ డైరెక్టర్ తెలిపారు. మిగిలిన 1,866 పోస్టులను అర్హులైన జూనియర్ లెక్చరర్లకు పదోన్నతులు ఇచ్చి భర్తీ చేస్తామన్నారు. ఇప్పటికే ఆయా పోస్టుల్లో కాంట్రాక్ట్ పద్ధతిన 889 లెక్చరర్లు పనిచేస్తున్నారని, దీనిపై ప్రభుత్వం పరిశీలిస్తున్నదని చెప్పారు. ఇవికాకుండా అన్ని కాలేజీలకు పక్కా భవనాలు,స్కిల్ డెవలప్‌మెంట్, అధ్యాపకులకు శిక్షణ, స్పోకెన్ ఇంగ్లిష్ వంటి కార్యక్రమాలను నిర్వహిస్తున్నామన్నారు. రాష్ట్ర ప్రభుత్వం చేపడు తున్న కార్యక్రమాల ద్వారా ప్రభుత్వ డిగ్రీ కాలేజీల్లో అడ్మిషన్ల సంఖ్య పెరుగుతూ వస్తున్నది. 2016-17 విద్యాసంవత్సరంలో 29,321 మంది విద్యార్థులు అడ్మిషన్లు పొందగా 2017-18లో విద్యార్థుల అడ్మిషన్ల సంఖ్య 30,517కి పెరిగింది. దోస్త్-2017 ద్వారా పారదర్శకంగా నిర్వహించిన ప్రవేశాల ప్రక్రియ ద్వారా వాస్తవ సంఖ్య తెలిసిందని ఆ శాఖ అధికారులు తెలిపారు.*

7. PM Modi Inaugurates Project Commencement of Rajasthan's first Oil Refinery in Barmer

♦🌼💫 *సాక్షి, హైదరాబాద్: మార్చి 15 నుంచి ప్రారంభం కానున్న పదో తరగతి పరీక్షల నిర్వహణ ఏర్పాట్లను ప్రభుత్వ పరీక్షల విభాగం వేగవంతం చేసింది. పరీక్ష రాసేందుకు 5,60,395 మంది విద్యార్థులు ఫీజు చెల్లించారు. వీరి కోసం 2,500కు పైగా కేంద్రాలు ఏర్పాటు చేయాల్సి ఉంటుందని అంచనా వేశారు. కేంద్రాల్లో అవసరమైన బెంచీలు, సదుపాయాల, ఇతర ఏర్పాట్లపై ప్రభుత్వ పరీక్షల విభాగం డైరెక్టర్ సుధాకర్‌ అధికారులతో సమీక్షించారు. అన్ని సదుపాయాలుండేలా చూడాలని, లోపాలేమైనా ఉంటే తెలపాలని ఆదేశించారు. ఫర్నీచర్‌ అవసరమైతే ప్రతిపాదనలు పంపాలని విద్యా శాఖ సూచించింది.*
👀 *సీసీ కెమెరాల ఏర్పాటు..: *
🔷 *పరీక్షల ఏర్పాట్లలో భాగంగా సమస్యాత్మక కేంద్రాల్లో సీసీ కెమెరాలు ఏర్పాటు చేసేందుకు కసరత్తు చేస్తున్నారు. దీనిపై పాఠశాల విద్య కమిషనర్‌ కిషన్‌ ఉన్నతాధికారులతో చర్చించారు. గతేడాది మాల్‌ ప్రాక్టీస్‌ ఆరోపణలున్న జిల్లాల్లోని పరీక్ష కేంద్రాల్లో సిట్టింగ్‌ స్క్వాడ్‌లను ఏర్పాటు చేయనున్నారు. పరీక్షలకు హాజరయ్యేందు కు 11,109 ఉన్నత పాఠశాలలకు చెందిన 5,04,545 మంది రెగ్యులర్ విద్యార్థులు ఫీజు చెల్లించారు. ఒకసారి ఫెయిలైన ప్రైవేటు విద్యార్థులు 35,864 మంది హాజరుకానుండగా, వొకేషనల్‌ విద్యార్థులు 19,986 మంది హాజరయ్యేందుకు ఫీజు చెల్లించారు. తత్కాల్‌ కింద ఫీజు చెల్లించేందుకు ఇంకా సమయం ఉన్నందున సంఖ్య స్వల్పంగా పెరిగే అవకాశముంది. పరీక్ష కేంద్రాలుగా ప్రైవేటు విద్యా సంస్థల ఎంపికలోనూ జాగ్రత్తలు తీసుకుంటోంది.*

🔶 *పదో తరగతి పరీక్షలకు హాజరయ్యే విద్యార్థులు అధిక సంఖ్యలో హైదరాబాద్, రంగారెడ్డి జిల్లాల్లోనే ఉన్నారు. దీంతో ఈ 2 జిల్లాలపై ప్రత్యేక దృష్టి సారిం చింది. రెగ్యులర్ విద్యార్థుల్లో హైదరాబాద్ జిల్లా నుంచి 69,871, రంగారెడ్డి జిల్లా నుంచి 43,427 మంది హాజరుకానున్నారు. నిజామాబాద్‌ జిల్లాలో 24,200, సంగారెడ్డిలో 20,807, నల్లగొండలో 20,512, మహబూబ్‌నగర్‌లో 20,063 మంది విద్యార్థులు పరీక్ష రాసేందుకు ఫీజు చెల్లించారు.*

♦తెలంగాణ విద్యార్థుల ప్రతిభ సగటు కంటే దిగువనే ఉన్నట్లు కేంద్ర మానవ వనరుల శాఖ నిర్వహించిన జాతీయ సాధన సర్వే(న్యాస్‌)లో వెల్లడైంది. విద్యార్థుల అభ్యసన సామర్ధ్యాలను అంచనా వేసి అందుకనుగుణంగా పదో తరగతి నాటికి వారి ప్రతిభను మరింత మెరుగుపరిచేందుకు ఈ సర్వే చేశారు. మాతృభాష, గణితం, సామాన్య-సాంఘిక అనే మూడు సబ్జెక్టుల్లో అభ్యసన సామర్ధ్యాలను పరీక్షించారు. ఎనిమిదో తరగతి విద్యార్థులకు సైన్స్‌, సోషల్‌ స్టడీస్‌(ఎస్‌ఎస్‌టీ)లకు వేర్వేరు ప్రశ్నపత్రాలు అందించారు. తెలంగాణ విద్యార్థులు ఇతర సబ్జెక్టులు కంటే మాతృభాషలో కొద్దిగా మెరుగ్గా ఉన్నట్లు తేలింది. గణితంలో బాగా వెనుకబడ్డారు.
♦కేంద్ర మానవ వనరుల శాఖ పరిధిలోని జాతీయ విద్యా పరిశోధన, శిక్షణ మండలి(ఎన్‌సీఈఆర్‌టీ) నవంబరు 13న దేశవ్యాప్తంగా 1.10 లక్షల ప్రభుత్వ, ఎయిడెడ్‌ పాఠశాలల్లోని సుమారు 22 లక్షల మంది 3, 5, 8వ తరగతి విద్యార్థులకు పరీక్షలు నిర్వహించింది. దేశంలోని 700 జిల్లాల్లో పరీక్షలు జరపగా జిల్లాల వారీగా విద్యార్థుల సగటు ప్రతిభపై నివేదికలను కేంద్రం విడుదల చేసింది. మూడు, అయిదు తరగతులకు మొత్తం 45 ప్రశ్నలు, 8వ తరగతికి 60 ప్రశ్నలను ఇచ్చారు.
*♦కచ్చితమైన జవాబులు గుర్తించినవారు ఒక శాతం లోపే*
తెలంగాణ రాష్ట్రంలో ఒక్కో జిల్లాలో ఒక్కో తరగతికి సంబంధించి 48-55 పాఠశాలల్లో ఈ పరీక్ష నిర్వహించారు. మూడులో 26,037 మంది, 5లో 29,700, 8వ తరగతిలో 37,900 మంది సర్వేలో భాగంగా పరీక్షలు రాశారు. 8వ తరగతిలో అన్ని సబ్జెక్టుల్లో ఆదిలాబాద్‌ జిల్లా విద్యార్థులు చివరి స్థానంలో నిలిచారు. గణితం, సైన్స్‌, సాంఘికశాస్త్రంలో సిద్దిపేట, మాతృభాష(తెలుగు తదితర)లో మంచిర్యాల ప్రథమ స్థానంలో నిలిచాయి. ప్రథమ స్థానంలో నిలిచిన జిల్లాల్లో సైతం 75 శాతం కంటే కచ్చితమైన జవాబులు గుర్తించిన వారు ఒక శాతం లోపే ఉన్నారు. అత్యధికంగా 30-50 శాతం మధ్య వారే ఉన్నారు.
*♦పైతరగతికి వెళ్లేకొద్దీ ప్రతిభ పతనం*
విద్యార్థులు పైతరగతికి వెళ్లేకొద్దీ వారి అభ్యసన సామర్ధ్యాలు పడిపోతున్నట్లు స్పష్టమవుతోంది. ఉదాహరణకు 8వ తరగతి గణితంలో 28.60 శాతం ప్రతిభతో చివరి స్థానంలో ఉన్న ఆదిలాబాద్‌ విద్యార్థులు 3వ తరగతిలో గణితం సబ్జెక్టులో 66.84 శాతం, 5వ తరగతిలో 53.38 శాతం కచ్చితమైన జవాబులు గుర్తించడం గమనార్హం. 8వ తరగతిలో కేవలం 39.40 శాతంతో గణితంలో ప్రథమ స్థానంలో నిలిచిన సిద్దిపేట విద్యార్థులు 3, 5లో 75.97, 62.54 శాతం ప్రతిభను చూపడం విశేషం. దాదాపు అన్ని జిల్లాల్లో ఇదే పరిస్థితి.👇👇

*🗳ఫిబ్రవరిలో ఎన్నికలెట్లా?*
*🔼నెలలోనే గ్రామ పంచాయతీల ఎన్నికలు నిర్వహించాలని ప్రభుత్వం యోచిస్తున్నా.. అది సాధ్యం కాదని అధికార వర్గాలు పేర్కొంటున్నాయి. ఓటర్ల జాబితాలు, రిజర్వేషన్ల ఖరారు నుంచి.. నోటి ఫికేషన్‌ గడువు దాకా అన్నీ కూడా ఇందుకు వీలు కల్పించవని స్పష్టం చేస్తున్నాయి. ఫిబ్రవరిలో పంచాయతీ ఎన్నికలు నిర్వహించాలని యోచిస్తున్నట్లు ముఖ్యమంత్రి కె.చంద్రశేఖర్‌రావు స్వయంగా జిల్లా కలెక్టర్ల సదస్సులో ప్రకటించారు. కానీ ప్రస్తుత పరిస్థితుల దృష్ట్యా ఎన్నికల నిర్వహణ జరిగే అవకాశమే లేదని అధికార వర్గాలు స్పష్టం చేస్తున్నాయి. పంచాయతీరాజ్‌ చట్టం ప్రకారం రాష్ట్ర ఎన్నికల సంఘం నోటిఫికేషన్‌ నుంచి ప్రక్రియ ముగిసే వరకు తప్పనిసరిగా 45 రోజుల వ్యవధి ఉండాలి. అంటే ఇప్పటికిప్పుడు నోటిఫికేషన్‌ జారీ చేస్తే తప్ప ఫిబ్రవరిలో ఎన్నికలు జరిగే అవకాశం లేదు.*
*▪ఓటర్ల జాబితాలు, రిజర్వేషన్ల ఖరారు ఏవీ?*
*🔶నోటిఫికేషన్‌ జారీ చేయాలంటే ముందు ఓటర్ల జాబితాలు సిద్ధంగా ఉండాలి. ఇప్పటికీ ఓటర్ల జాబితాలు సిద్ధంగా లేవు. ప్రస్తుతం జరుగుతున్న ఓటర్ల సవరణ ప్రక్రియ ఈ నెలాఖరు వరకు కొనసాగనుంది. తుది ఓటర్ల జాబితాలు ఎన్నికల సంఘానికి చేరితే తప్ప నోటిఫికేషన్‌ వెలువడే అవకాశం లేదు. ఎన్నికలకు ముందు గ్రామాల్లో సర్పంచులు, వార్డు సభ్యుల రిజర్వేషన్లను ఖరారు చేయాల్సి ఉంటుంది. ప్రస్తుత చట్టం ప్రకారం ఐదేళ్లకోసారి రొటేషన్‌ పద్ధతిలో రిజర్వేషన్లను మార్చాలి.*
*❇కొత్త పంచాయతీలతో..: కొత్తగా గ్రామ పంచాయతీల ఏర్పాటు, కొత్త పంచాయతీరాజ్‌ చట్టం చేసే సన్నాహాల్లో ప్రభుత్వం ఉంది. ఫిబ్రవరి తొలివారంలో అసెంబ్లీ సమావేశాలు నిర్వహించి బిల్లు పెడతామని సీఎం కేసీఆర్‌ ప్రకటించారు. అనుకున్నట్లుగానే కొత్త చట్టం అమల్లోకి వస్తే రాష్ట్రంలో కొత్తగా నాలు గు వేల గ్రామ పంచాయతీలు ఏర్పడతాయి. వాటికి నోటిఫికేషన్‌ జారీ చేసి ఎన్నికలు నిర్వహించాల్సి ఉంటుంది. ఇదంతా జరగాలంటే ఫిబ్రవరిలో సగం గడిచిపోతుంది.*
*♦ఎన్నికల ఏర్పాట్లు కూడా కష్టమే*
*🔹దాదాపు 12 వేల గ్రామ పంచాయతీలకు ఎన్నికలు అంటే పెద్ద తతంగమే ఉంటుంది. సరిపడా బ్యాలెట్‌ బాక్సులు సైతం అందుబాటులో లేవని ఒక ఉన్నతాధికారి పేర్కొన్నారు. అవసరమైన ఎన్నికల సన్నాహాలు పూర్తి కావాలంటే కనీసం రెండు నెలల సమయం పడుతుందని చెబుతున్నారు.*

*🔊కొత్త పంచాయతీలకు 4,529 ప్రతిపాదనలు*
*🔶రాష్ట్రంలో కొత్త పంచాయతీల ఏర్పాటుకు సంబంధించి ప్రభుత్వానికి ఇప్పటికే 4,529 ప్రతిపాదనలు అందాయి. మరిన్ని ప్రతిపాదనలు వచ్చే అవకాశం ఉంది. ప్రస్తుతం రాష్ట్రంలో 8,684 గ్రామ పంచాయతీలు ఉన్నాయి. కొత్తగా అందిన ప్రతిపాదనల్లో సగం వరకూ తండాలు, గూడేలున్నాయి. అదనంగా మరో 4వేల వరకూ కొత్త పంచాయతీలు రావొచ్చని కలెక్టర్ల సమావేశంలో సీఎం కేసీఆర్‌ చూచాయగా తెలియజేశారు. 500కు పైగా జనాభా ఉండి, ప్రధాన పంచాయతీ కేంద్రానికి 1.5 కిలోమీటర్ల దూరంలో ఉన్న తండాలు, గూడేలను ప్రధానంగా పంచాయతీలుగా గుర్తించబోతున్నారు. కొత్త పంచాయతీల వివరాలు ఈ నెల 25న ప్రభుత్వానికి అందనున్నా, అధికారికంగా వెల్లడవ్వడానికి సమయం పట్టే అవకాశం ఉంది. మెదక్ జిల్లాలో 150, సంగారెడ్డి జిల్లాలో 206, సిద్దిపేట జిల్లాలో 72, రంగారెడ్డి జిల్లాలో 229, వికారాబాద్‌ జిల్లాలో 297, మేడ్చల్‌ జిల్లాలో 10 పంచాయతీలకు కొత్తగా ప్రతిపాదనలు అందాయి.*

*🔷వచ్చే ఏప్రిల్ 30లోగా రాష్ట్రంలోని 131 ప్రభు త్వ డిగ్రీ కాలేజీల్లో ఖాళీగా ఉన్న 2,487 డిగ్రీ లెక్చరర్ల పోస్టులను భర్తీ చేయడానికి కళాశాలల విద్యాశాఖ ఉన్నతాధికారులు కసరత్తు చేస్తున్నారు. ప్రభుత్వ డిగ్రీ కాలేజీల్లో నాణ్యమైన విద్యాబోధన కోసం అర్హులైన అధ్యాపకులను నియమించాలన్న సంకల్పంతో ముందుకు పోతున్నారు. ఇందులో ఇప్పటికే ఖాళీగా ఉన్న 1,273 డీఎల్ పోస్టులతోపాటు గత పదేండ్లలో కొత్త డిగ్రీ కాలేజీలను ప్రారంభించి పోస్టులను మంజూరు చేయకుండా ఉన్న మరో 1,214 పోస్టులను భర్తీ చేయనున్నారు*.
*⬆మొత్తం పోస్టుల్లో 25 శాతం రెగ్యులర్ పద్ధతిలో, 75 శాతం పదోన్నతుల ద్వారా భర్తీ చేయనున్నారు. రాతపరీక్షల ద్వారా 621 పోస్టులను భర్తీ చేయనున్నట్టు కళాశాలల విద్యాశాఖ జాయింట్ డైరెక్టర్ తెలిపారు. మిగిలిన 1,866 పోస్టులను అర్హులైన జూనియర్ లెక్చరర్లకు పదోన్నతులు ఇచ్చి భర్తీ చేస్తామన్నారు. ఇప్పటికే ఆయా పోస్టుల్లో కాంట్రాక్ట్ పద్ధతిన 889 లెక్చరర్లు పనిచేస్తున్నారని, దీనిపై ప్రభుత్వం పరిశీలిస్తున్నదని చెప్పారు. ఇవికాకుండా అన్ని కాలేజీలకు పక్కా భవనాలు,స్కిల్ డెవలప్‌మెంట్, అధ్యాపకులకు శిక్షణ, స్పోకెన్ ఇంగ్లిష్ వంటి కార్యక్రమాలను నిర్వహిస్తున్నామన్నారు. రాష్ట్ర ప్రభుత్వం చేపడు తున్న కార్యక్రమాల ద్వారా ప్రభుత్వ డిగ్రీ కాలేజీల్లో అడ్మిషన్ల సంఖ్య పెరుగుతూ వస్తున్నది. 2016-17 విద్యాసంవత్సరంలో 29,321 మంది విద్యార్థులు అడ్మిషన్లు పొందగా 2017-18లో విద్యార్థుల అడ్మిషన్ల సంఖ్య 30,517కి పెరిగింది. దోస్త్-2017 ద్వారా పారదర్శకంగా నిర్వహించిన ప్రవేశాల ప్రక్రియ ద్వారా వాస్తవ సంఖ్య తెలిసిందని ఆ శాఖ అధికారులు తెలిపారు.*

Meaning: read (something), typically in a thorough or careful way.

Meaning: not securely held or in position; dangerously likely to fall or collapse.
Synonym: uncertain, insecure, unreliable, unsure, unpredictable,

Meaning: a teacher or instructor., the headmaster or principal of a school

7.Ostracize
Meaning: exclude from a society or group.

These include cooperation in Cybersecurity, cooperation in the field of Petroleum and natural gas, document for the amendment to the air transport agreement, cooperation in film co-production, cooperation in the homoeopathy medicines, co-operation in the field of space science, boosting investment, cooperation in metal-air batteries and cooperation in solar thermal technology.

4. Exports rise more than 12% Riding on Engineering Goods and Petroleum Products
i. The, Country's exports grew by 12 point 36 percent in December 2017 to 27 point 03 billion US dollars on account of strong performance by sectors like engineering goods and petroleum products.
ii. According, to data released by Ministry of Commerce and Industry, exports have been on a positive trajectory since August 2016 to December 2017 with a dip of 1.1 percent in the month of October last year. Exports of engineering goods as well as petroleum products showed an increase of over 25 percent in December.
5. DIPP arm Launches Competition for College Students
i. Cell, for IPR Promotion and Management (CIPAM), under the Department of Industrial Policy and Promotion (DIPP), has launched a competition for college and university students to foster a culture of innovation and creativity in the youth.
ii. The, competition - IPrism - invites students to submit films on piracy and counterfeiting under two categories of 30 and 60 seconds. Another category in the competition is for a mobile gaming app on intellectual property (IP). Cash prizes of Rs 4 lakh will be given to the winning teams along with mementos and certificates.
6. Romanian PM Mihai Tudose Resigns after Losing Party Support
i. Romania, 's left-wing Prime Minister Mihai Tudose resigned after losing the backing of his party due to internal power struggles, barely seven months after his predecessor suffered the same fate.
ii. He, handed in his resignation after senior members of the ruling Social Democrats (PSD) voted to withdraw their support at a leadership meeting.

7. PM Modi Inaugurates Project Commencement of Rajasthan's first Oil Refinery in Barmer
i. Prime, Minister Narendra Modi has inaugurated the project commencement of the Rajasthan Refinery at Pachpadra in Barmer district. This is the first oil refinery in the state. The 43,000 crore rupee project is a joint venture between HPCL and the Rajasthan government.
ii. The, refinery is expected to be operational in 4 years and the state will have an additional income of 34,000 crore rupees from it. The project is expected to generate thousands of direct and indirect jobs.

8. Indian Oil signs LoI with 2 Israeli Firms
i. Indian, Oil Corporation has signed Letters of Intent (LoI) with Phinergy, an Israeli start-up company, and YEDA, a technology spin-off company from Weizmann Research Institute, Israel.
ii. The, agreement with Phinergy will allow Indian Oil to work on adoption of advanced energy systems for the Indian market both for mobility and stationary industrial applications. This association could lead to the setting up of manufacturing units for these energy systems initially in India.
