*జవాబు:* నదులపై ఆనకట్టలు కడతారని తెలుసుగా? మరి ప్రపంచంలోనే అతి పెద్ద ఆనకట్ట ఎక్కడుందో తెలుసా? చైనాలో! దీని నిర్మాణం ఈమధ్యనే పూర్తయిన సందర్భంగా సంగతులేంటో చూద్దామా!
పదిహేనేళ్లుగా ఆ ఆనకట్ట నిర్మాణం జరుగుతూనే ఉంది... దాదాపు పాతిక వేల మంది కార్మికులు పనిచేస్తూనే ఉన్నారు... 1994 నుంచి నిర్విరామంగా జరుగుతున్న పని వల్ల ఇప్పటికి దాని నిర్మాణం పూర్తయ్యే దశకు వచ్చింది. మొన్ననే నీటిని వదిలి పరీక్షించి చూశారు కూడా. అదే చైనాలోని 'త్రీ గార్జెస్‌ డ్యామ్‌'. మూడు దశలుగా నిర్మించిన ఇది ప్రపంచంలోనే అతి పెద్ద డ్యామ్‌ మాత్రమే కాదు, అతి పెద్ద జల విద్యుత్‌ కేంద్రం కూడా. దీనిని కట్టడానికి ఎంత ఖర్చయ్యిందో తెలుసా? 180 బిలియన్ల యెన్‌లు. అంటే మన రూపాయలో సుమారు లక్షా ఎనిమిదివేల కోట్ల రూపాయలు!ఈ ఆనకట్ట విస్తీర్ణం ఒకటిన్నర మైలు కాగా, ఎత్తు 600 అడుగులు.
ఈ ఆనకట్ట ఏకంగా 40 బిలియన్ల ఘనపు మీటర్ల నీటిని నిల్వ చేయగలదు! అంటే ఎంతో తెలుసా? ఆ నీటినంతా ఒక పెద్ద ఘనాకారమైనగదిలో ఉంచాలనుకుంటే ఆ గది కొలతలు సుమారు మూడున్నర కిలోమీటర్ల పొడవు, అంతే వెడల్పు, అంతే ఎత్తు ఉండాలి! ఇక ఆ డ్యామ్‌ నిర్మాణానికి మొత్తం 160 లక్షల ఘనపు మీటర్ల కాంక్రీటును వాడారు.
ఈ ఆనకట్టలో నిల్వ చేసిన నీటిని ఉపయోగించి 150 లక్షల మెగావాట్ల విద్యుత్‌ను ఉత్పత్తి చేయవచ్చు. ఇంతే విద్యుత్‌ను బొగ్గు ఆధారితమైన విద్యుత్‌ కేంద్రంలో ఉత్పత్తి చేయాలంటే అందుకు ఏటా 310 లక్షల టన్నుల బొగ్గు అవసరమవుతుంది. అంటే, ఈ ఆనకట్ట పరోక్షంగా అంత బొగ్గు వినియోగాన్ని ఆదా చేస్తుందన్నమాట. ఇందువల్ల వాతావరణంలోకి విడుదలయ్యే పది కోట్ల టన్నుల వాయు కాలుష్యాన్ని ఇది ఆపుతున్నట్టే.
అయితే చైనాలో ఈ ఆనకట్టను వ్యతిరేకించేవారు కూడా ఉన్నారు. దీని వల్ల పది లక్షల మందికి పైగా జనాల్ని వారి నివాస ప్రాంతాల నుంచి తరలించాల్సి వచ్చింది. ఆనకట్ట పూర్తిగా వినియోగంలోకి వస్తే 13 పట్టణాలు, 4500 గ్రామాలు మునిగిపోయే అవకాశం ఉందని కొందరు ఆందోళన వ్యక్తం చేస్తున్నారు.*
*🔰క్రీమీలేయర్‌కు ‘రెవెన్యూ’ కొర్రీలు!*
*♦చిక్కడపల్లి ప్రాంతానికి చెందిన ఓ మహిళ గురుకుల టీజీటీ ఉద్యోగానికి అర్హత సాధించింది. ధ్రువపత్రాల పరిశీలన ప్రక్రియలో భాగంగా క్రీమీలేయర్‌ సర్టిఫికెట్‌ సమర్పించాలని టీఎస్‌పీఎస్సీ స్పష్టం చేయడంతో ఆమె సమీప మీసేవా కేంద్రంలో దరఖాస్తు చేసుకుంది. కానీ ఓబీసీ జాబితాలో తన బొందిలి కులం లేకపోవడంతో రెవెన్యూ అధికారులు క్రీమీలేయర్‌ సర్టిఫికెట్‌ ఇవ్వడానికి నిరాకరించారు. బీసీ సంక్షేమ శాఖను ఆశ్రయించినా స్పష్టత రాకపోవడంతో ఆమె అయోమయంతో వెనుదిరిగింది.*
*🔰టీఎస్‌పీఎస్సీ ద్వారా జరుగుతున్న నియామకాలకు ఎంపికయ్యే అభ్యర్థులు క్రీమీలేయర్‌ సర్టిఫికెట్‌ తప్పనిసరిగా సమర్పించాల్సి ఉంటుంది. అభ్యర్థి కుటుంబ వార్షికాదాయం రూ.6 లక్షలకు లోబడి ఉంటే నాన్‌ క్రీమీలేయర్‌గా పరిగణిస్తారు. దీంతో రిజర్వేషన్ల ఫలాలు పొందవచ్చు. కేంద్ర ప్రభుత్వ నిబంధనల ప్రకారం ఓబీసీ జాబితాలో కేవలం 87 కులాలే ఉన్నాయి. అయితే, రాష్ట్ర ప్రభుత్వం ఇచ్చిన గెజిట్‌ ప్రకారం బీసీ ఏ, బీ, సీ, డీ, ఈ కేటగిరీల్లో 119 కులాలున్నాయి. ఈ మేరకు 2016, జనవరి 30న జీవో–4 జారీ చేసింది. మండల రెవెన్యూ యంత్రాంగం మాత్రం రాష్ట్ర ప్రభుత్వ జాబితాను కాదని కేంద్ర ప్రభుత్వం గుర్తించిన 87 కులాలకు మాత్రమే క్రీమీలేయర్‌ సర్టిఫికెట్లు ఇస్తామంటూ కొర్రీలు పెడుతున్నారు. దీంతో అభ్యర్థులు ఇబ్బందులు పడుతున్నారు.*
*🔸అంతా అయోమయం...*
*♦రాష్ట్ర ప్రభుత్వం గుర్తించిన బీసీ–డీ, బీసీ–ఈ కేటగిరీల్లోని వీరశైవలింగాయత్, లింగ బలిజ, సుందీ, కుర్మి, బెంగ్వా తదితర కులాలతోపాటు ముస్లిం కేటగిరీల్లోని 13 కులాలు కేంద్ర ప్రభుత్వం ఇచ్చిన ఓబీసీ జాబితాలో లేవు. ఇలాంటి కులాలు ఎక్కువగా హైదరాబాద్, రంగారెడ్డి జిల్లాల్లో అధికంగా ఉన్నట్లు బీసీ సంక్షేమ శాఖ గణాంకాలు చెబుతున్నాయి. దాదాపు 32 కులాల అభ్యర్థులు క్రీమీలేయర్‌ సర్టిఫికెట్లు పొందలేక ఇబ్బందులు పడుతున్నారు. గురుకుల టీజీటీ ఉద్యోగాల్లో అర్హత సాధించిన నలుగురు అభ్యర్థులు ఇదే సమస్యపై బీసీ సంక్షేమ శాఖను సంప్రదించినా ప్రయోజనం లేకపోయింది.*
*🔗మహిళలకు ‘కొత్త’చిక్కులు...*
*🔹క్రీమీలేయర్‌ సర్టిఫికెట్ల విషయంలో మహిళలకు కొత్త చిక్కులు వచ్చిపడ్డాయి. ఈ విషయంలో వివాహితలే ఎక్కువగా ఇబ్బందులు పడుతున్నారు. మహిళా అభ్యర్థులు తండ్రి వివరాలతోనే ఉద్యోగాలకు దరఖాస్తులు సమర్పిస్తున్నారు. పదోతరగతి సర్టిఫికెట్‌లో కూడా తల్లి, తండ్రి పేర్లు, తండ్రి ఇంటిపేరు ఉన్నాయి. అయితే, అధికారులు క్రీమీలేయర్‌ సర్టిఫికెట్‌ ఇచ్చేటప్పుడు తండ్రి ఆదాయాన్ని పరిగణనలోకి తీసుకుంటున్నారు. తండ్రి ప్రభుత్వ ఉద్యోగిగాని, రూ.6లక్షలకు మించి ఆదాయాన్ని గాని కలిగి ఉంటే సదరు అభ్యర్థులు క్రీమీలేయర్‌ పరిధిలోకి వస్తున్నారు. దీంతో అలాంటివారు రిజర్వేషన్‌ అర్హత కోల్పోతున్నారు.*
*💠రంగారెడ్డి జిల్లా ఇబ్రహీంపట్నంకు చెందిన ఓ మహిళకు పదేళ్ల క్రితం వివాహంకాగా తన భర్త ఆదాయాన్ని కాకుండా ప్రభుత్వ ఉద్యోగి అయిన తండ్రి ఆదాయాన్ని పరిగణిస్తూ అధికారులు సర్టిఫికెట్లు జారీ చేశారు. దీంతో ఆమె అయోమయంలో పడింది.*

*🔸ప్రస్తుత డీఎస్సీలో డీఎడ్‌ విద్యార్థులకు అవకాశం కల్పించడం సాధ్యంకాదని ఉపముఖ్యమంత్రి కడియం శ్రీహరి తేల్చిచెప్పారు. అభివృద్ధిని అడ్డుకోవడమే ప్రతిపక్షాలు అజెండాగా పెట్టుకున్నాయని విమర్శించారు. సంగారెడ్డి జిల్లా పుల్కల్‌, అందోలు మండలాల్లో రూ.18.96 కోట్లతో నిర్మించిన మహిళా, సాధారణ పాలిటెక్నిక్‌ కళాశాలల భవనాలను బుధవారం ఆయన ప్రారంభించారు. అనంతరం ఎమ్మెల్యే బాబూమోహన్‌ అధ్యక్షతన అందోలులో ఏర్పాటుచేసిన బహిరంగ సభలో కడియం మాట్లాడుతూ... ప్రజోపయోగ పథకాలను ప్రారంభించేందుకు సీఎం కేసీఆర్‌ ముందుకొస్తే, ప్రతిపక్షాలు కేసులేస్తూ, విమర్శిస్తూ అడ్డుపడుతున్నాయన్నారు. కొత్త జిల్లాల వారీగా ఉపాధ్యాయ పోస్టులను భర్తీ చేయాలని ప్రభుత్వం నిర్ణయిస్తే... ప్రతిపక్షాలు మాత్రం పాతజిల్లాల వారీగానే చేపట్టాలనడం సమంజసం కాదన్నారు. పూర్వ జిల్లాల ప్రకారం నియామకాలు చేపడితే, అభ్యర్థుల మధ్య పోటీ పెరుగుతుందన్నారు. ఎమ్మెల్సీలు సుధాకర్‌రెడ్డి, భూపాల్‌రెడ్డి, మాజీ ఎంపీ మాణిక్‌రెడ్డిలు పాల్గొన్నారు.*
*‘టెట్‌’కు అవకాశమిచ్చారు... డీఎస్సీకీ ఎందుకివ్వరు?*
🔹డీఎస్సీ రాసేందుకు తŒమకు అవకాశమివ్వాలని సంగారెడ్డికి చెందిన ఎంఎన్‌ఆర్‌, నాగార్జున కళాశాలల డీఎడ్‌ విద్యార్థులు పుల్కల్‌లో కడియంకు వినతిపత్రమిచ్చారు. ఇందుకాయన స్పందిస్తూ- ‘‘ఈరోజు మీరొచ్చారు. రేపు బీఎడ్‌ విద్యార్థులొచ్చి.. త్వరలోనే కోర్సు పూర్తవుతుందని, అవకాశమివ్వాలని కోరతారు. ప్రస్తుత డీఎస్సీలో డీఎడ్‌ విద్యార్థులకు అవకాశం కల్పించడం సాధ్యంకాదు’’ అని వారికి స్పష్టం చేశారు. రెండో సంవత్సరం చదువుతున్న సమయంలో ‘టెట్‌’ రాసేందుకు అవకాశం కల్పించిన ప్రభుత్వం... ఇప్పుడెందుకు ఇవ్వట్లేదని విద్యార్థులు ప్రశ్నించారు. ఇందుకు మంత్రి సమాధానం చెప్పకుండా, ముందుకు వెళ్లి వాహనంలో కూర్చున్నారు. విద్యార్థులు ఆయన వాహనం ముందుకు వెళ్లి తమకు న్యాయం చేయాలంటూ నినదించారు. పోలీసులు విద్యార్థులను బలవంతంగా పక్కకు జరిపి ఉపముఖ్యమంత్రి వాహనాన్ని అక్కడి నుంచి పంపించేశారు. అందోలు సభకు వెళ్లేందుకు విద్యార్థులు ప్రయత్నించగా, పోలీసులు వారిని అడ్డుకున్నారు.

i. Prime Minister Narendra Modi inaugurated a global conference on consumer protection in New Delhi. This is the first time that an international conference on consumer protection is being organized by India for countries of the region.

3. Polling for Gujarat Assembly Elections to be Held on 9th and 14 December

5. Madras HC Bans Photos of Living Persons on Banners in Tamil Nadu

i. The State Bank of India has slashed Immediate Payment Service (IMPS) charges up to 80 percent. If the users are doing an online transaction of money after selecting IMPS option, then they will have to pay 80% less charge than what they used to pay earlier.
ii. After the implementation of the revised charges, online transactions will certainly become cheaper. After the revision, no IMPS service charge will be imposed on online transactions under Rs 1000. For the transactions between Rs 1000 and Rs 10,000, the users will have to pay Re 1 while for an amount between Rs 10,001 and Rs 1,00,000, the users will be charged Rs 2.

ఈ ఆనకట్ట ఏకంగా 40 బిలియన్ల ఘనపు మీటర్ల నీటిని నిల్వ చేయగలదు! అంటే ఎంతో తెలుసా? ఆ నీటినంతా ఒక పెద్ద ఘనాకారమైనగదిలో ఉంచాలనుకుంటే ఆ గది కొలతలు సుమారు మూడున్నర కిలోమీటర్ల పొడవు, అంతే వెడల్పు, అంతే ఎత్తు ఉండాలి! ఇక ఆ డ్యామ్‌ నిర్మాణానికి మొత్తం 160 లక్షల ఘనపు మీటర్ల కాంక్రీటును వాడారు.
ఈ ఆనకట్టలో నిల్వ చేసిన నీటిని ఉపయోగించి 150 లక్షల మెగావాట్ల విద్యుత్‌ను ఉత్పత్తి చేయవచ్చు. ఇంతే విద్యుత్‌ను బొగ్గు ఆధారితమైన విద్యుత్‌ కేంద్రంలో ఉత్పత్తి చేయాలంటే అందుకు ఏటా 310 లక్షల టన్నుల బొగ్గు అవసరమవుతుంది. అంటే, ఈ ఆనకట్ట పరోక్షంగా అంత బొగ్గు వినియోగాన్ని ఆదా చేస్తుందన్నమాట. ఇందువల్ల వాతావరణంలోకి విడుదలయ్యే పది కోట్ల టన్నుల వాయు కాలుష్యాన్ని ఇది ఆపుతున్నట్టే.

*♦రాష్ట్ర ప్రభుత్వం గుర్తించిన బీసీ–డీ, బీసీ–ఈ కేటగిరీల్లోని వీరశైవలింగాయత్, లింగ బలిజ, సుందీ, కుర్మి, బెంగ్వా తదితర కులాలతోపాటు ముస్లిం కేటగిరీల్లోని 13 కులాలు కేంద్ర ప్రభుత్వం ఇచ్చిన ఓబీసీ జాబితాలో లేవు. ఇలాంటి కులాలు ఎక్కువగా హైదరాబాద్, రంగారెడ్డి జిల్లాల్లో అధికంగా ఉన్నట్లు బీసీ సంక్షేమ శాఖ గణాంకాలు చెబుతున్నాయి. దాదాపు 32 కులాల అభ్యర్థులు క్రీమీలేయర్‌ సర్టిఫికెట్లు పొందలేక ఇబ్బందులు పడుతున్నారు. గురుకుల టీజీటీ ఉద్యోగాల్లో అర్హత సాధించిన నలుగురు అభ్యర్థులు ఇదే సమస్యపై బీసీ సంక్షేమ శాఖను సంప్రదించినా ప్రయోజనం లేకపోయింది.*

*🔹క్రీమీలేయర్‌ సర్టిఫికెట్ల విషయంలో మహిళలకు కొత్త చిక్కులు వచ్చిపడ్డాయి. ఈ విషయంలో వివాహితలే ఎక్కువగా ఇబ్బందులు పడుతున్నారు. మహిళా అభ్యర్థులు తండ్రి వివరాలతోనే ఉద్యోగాలకు దరఖాస్తులు సమర్పిస్తున్నారు. పదోతరగతి సర్టిఫికెట్‌లో కూడా తల్లి, తండ్రి పేర్లు, తండ్రి ఇంటిపేరు ఉన్నాయి. అయితే, అధికారులు క్రీమీలేయర్‌ సర్టిఫికెట్‌ ఇచ్చేటప్పుడు తండ్రి ఆదాయాన్ని పరిగణనలోకి తీసుకుంటున్నారు. తండ్రి ప్రభుత్వ ఉద్యోగిగాని, రూ.6లక్షలకు మించి ఆదాయాన్ని గాని కలిగి ఉంటే సదరు అభ్యర్థులు క్రీమీలేయర్‌ పరిధిలోకి వస్తున్నారు. దీంతో అలాంటివారు రిజర్వేషన్‌ అర్హత కోల్పోతున్నారు.*

The order states that pictures of the chief minister, ministers or politicians cannot be used in posters or hoardings. It has also banned the use of photos of people sponsoring the pictures.

7. SBI Slashed IMPS Service Charges up to 80%
i. The State Bank of India has slashed Immediate Payment Service (IMPS) charges up to 80 percent. If the users are doing an online transaction of money after selecting IMPS option, then they will have to pay 80% less charge than what they used to pay earlier.
ii. After the implementation of the revised charges, online transactions will certainly become cheaper. After the revision, no IMPS service charge will be imposed on online transactions under Rs 1000. For the transactions between Rs 1000 and Rs 10,000, the users will have to pay Re 1 while for an amount between Rs 10,001 and Rs 1,00,000, the users will be charged Rs 2.
